Does the designer work correctly in the project?

Good afternoon.

Working on our project with a designer. There were the last two tasks. Is it normal for a designer to ask such questions when setting a task for him? Do all good designers do this? Interested in opinion.

1) The task is this: two photos are given and you just need to combine them into one. Easier nowhere. The designer asks a security question: what size should the photo be.

2) Task: several large-sized photographs from the camera are given, it is necessary to optimize them for placement on the site. Again, a question from the designer: what size should the photo be?

Are the questions from the designer correct in both cases? It is very important to get your opinion. Thank you.

The designer's questions are correct.
If there is not enough information in the TOR for normal work on the project, the contractor should be able to obtain it. Or at least ask a question and, based on the answer received, draw conclusions. Let me explain.
Even if the technical parameters of the result are not specified in the task, they will still be present in the result. On the example of this case - the final image will have a well-defined size.
The contractor may not know all the details of the project, including the purpose of the picture, and cannot independently decide on the final dimensions of the picture/canvas. Not because he does not know how, but because he did not receive the information necessary for this from the customer.
A picture that is deliciously sharpened for the background of the main page, when reduced by a product card, may become covered with frost or simply become blurry. This is to the fact that size matters, and the words "optimization for the site" may not reflect the entire specifics of the task.
Another thing is that some customers sometimes tend to present the task too simplistic, without going into details. Sometimes this really happens from a lack of time / desire to understand the details, but it happens that it’s stupid to bring down the price.
