And the second is that it is not able to go to the admin panel, sat puzzled why, then decided to test, remove the code for the session and led hashes:

Not enough information, is the site static or dynamic (with the output from the database)?
1) If there are question marks in any content, both in the one that is output from the database, and in the one that is wrapped in the template
In addition to the header in php and Content-Type, it happens that you also need to set the correct encoding in the settings in the hosting admin panel .
And look at the AddDefaultCharset setting in .htaccess.
2) If the questions are only when outputting data from the database, then check the encoding when connecting to the database
