Does the BSD license allow the use of modified code without copyright?

In BSD licenses (4/3-clause) is it implied that the first clause is about distributing specific copies of the code (functions, classes, etc.) and keeping copyrights on them (by specifying them in your projects)? And then what do they do in cases where the code from open source software (be it an implementation of TimSort or an algorithm for processing HTTP requests in some framework) has been modified / re-optimized / rewritten in its own way? Also leave copyrights in the description of a particular function? Or is it sufficient to notify the original developers of the use of their code?
