Does sync2 work for a long time? What am I doing wrong?

I'm trying to set up webserver replication using csync2. The config is simple, so far one site is uploaded there. Ran csync2 -cr /, finished. I run csync2 -x and it lasts for hours...
Usually it says:
making file as dirty.. (a bit)
File is already up to date on peer - almost all lines.
Doesn't finish work in 10 hours. In the guides they write put in crowns every 5 seconds. What if he does so much? rsync runs ALL sites (140gb) for 30-40 seconds.
