Does PayPal require registration on the payment page?

This is how my payment page looks like And this is how it looks at gettobuild.com/ The second option needs to be implemented. How to do it? I saw a page somewhere (I tried to find it again for 10 minutes) with the news that PayPal registration is now optional. It said that you can go to the profile and enable / disable this feature in the Seller tools, but this was not there in other sections of the profile either. The PP site is just an info dump.

In short, “This feature is available to Premier and Business account holders only. It is not currently available for items purchased directly on eBay.co.uk."

Here is what the support responded to
At the moment Russian merchants cannot process payments without requiring their buyers sign up for a PayPal account. Here is a list of countries that can currently accept credit card payments though PayPal:
