Does not start ati radron hd 5770 on gigabyte z490 ud any experts?

Good day to all, I ran into a seemingly not rare problem, the video card does not start (or it starts but does not display a picture). loaded into Windows.
Hardware: i5-10600k, msi cooling, 16gb goodram 2400 (2*8), gigabyte z490 ud Bios f20 - the latest downloaded, 1tb ssd m.2, 256 ssd m.2, 850w corsair, I collected everything myself not in the first , previously there was an nvidia rtx 3060ti video card, I had to sell it to miners, I was sitting on the built-in UHD 630 video core,
The crux of the matter is, the ati radeon hd 5770 video card does not start on this motherboard, the VGA diode (like postcode) is on in the corner. When I connect via the video core, everything works well, the tests pass, the diodes do not light up.
I tried: remove M.2 drives, left 1 4GB memory stick in a single channel, turned off all the turntables. After each action, I checked the operability (it works perfectly
for the embed) I plug HDMI, I’m not stupid;) I tried to run it via the VGA connector and via DVI (combi digital analog) I updated the BIOS to the latest, tried to connect with the video card connections through the teamviewer, set the control center for a drive, and no matter how he doesn’t want to, he demolished all kinds of old firewood with aida, while there is a bootable USB flash drive, I tried to run it under the installation of Windows, it boots into a USB flash drive, but the video card does not give a signal.
The video card works, but the second PC. Additional power 6 pin, everything is connected. (“Attention! Attention! We have an epidemic! Help, who can! Who can, help!)

The solution was suggested to me by "Compolomus Dmitry Dmitry : I can choose pci-e generation in my BIOS, but it's more like a limiter"
