Does it matter where the servers are located?

The main traffic (90%) of the site is from Russia. DNS on Cloudflare. Does it make sense to rent a server in Russia for the best ping, given that all traffic goes through CF?

In the case of using Cloudflare, it doesn't really matter where your server is located. It will display your website and other resources as close to the user as possible. This is achieved thanks to a network of CDN servers around the world. The full list is here: https://www.cloudflarestatus.com/
When choosing a server, be guided by its configuration, cost, reliability of the company, data center, as well as the overall development of the Internet infrastructure in the country, because data must still be quickly transferred between your server and Cloudflare . If you need a dedicated server, then pay attention to Hetzner. If a powerful cloud is enough, then DigitalOcean and Vultr.

There is. Look at the ping. If clients are in Moscow, then the data center is better in Moscow.
