Does it make sense to translate governor into performance?

Desktop (not laptop). Proc i9-9900K.
Asked cpupower frequency-set -g performance.
i7z began to display in real time that all cores are running at maximum frequency, in contrast to the powersave mode.
I mean, everything seems to be okay. However, the sensors do not register any temperature changes, as they were around 35C and remain. And the question is, is it worth it at all? Productivity will increase, and if it increases, then in what cases, if anyone knows, tell me pliz.

In the world of CEPH servers, for example, after such a setting, it starts to give 10-15% more IOPS.
So this allows you to increase the speed of the machine's response to external events.
