Does it make sense to learn HTML / CSS for a better understanding of PL?
I was advised to learn web development first, because it is done in the easiest HTML/CSS/JS languages. Everything to prepare yourself for learning Python

If you plan to do web development in python/django, then knowledge of HTML/CSS/JS will come in handy. You should only start with this if you plan to become a frontend developer (but then why python?).
If you plan to become a fullstack or backend developer, then start with python, and then go back to HTML/CSS/JS.
If you don't plan to become a web developer, forget about HTML/CSS/JS.
Also, HTML / CSS are not programming languages, so learning them with any of the PL will not help you.
It makes sense to learn something new all the time. And, as already noted in the answers, any programmer should know markup and query languages. But learning all this in preparation for learning Python is stupid.
There is an opinion that there are two mandatory topics that any IT specialist should know. These are the frontend (how the browser works and how it communicates with the backend) and databases (the concept of the relational model, SQL).
