Does it make sense to go against the mobile operator?

Precisely before the New Year, I stumbled upon one gray scheme for cutting money from the population by one large mobile operator. Perhaps someone has already experienced something similar. Because, I will write about this to Rospotrebnadzor and the prosecutor’s office, I can’t describe the details now. But suddenly someone came across calls (not SMS) to a short number , write, pliz in a personal.
Or someone can help with an appeal to the prosecutor's office (i.e. has experience).
Or someone had litigation with an opsos (at this stage, I'm interested in an estimate of the cost of the trial).
Or someone is familiar with the regulations for justifying the period of free communication (2, 3, 4 or more seconds).
Personally, everything is fine with me so far: I got through to the operator (gods, you need to have titanic patience). I was ardently convinced that the money had been debited correctly, however, during the conversation, I said that I considered the scheme itself as fraudulent and falling under the Civil Code or the Criminal Code and I would write to the prosecutor's office. The money was returned virtually immediately. The justification came a little later, supposedly a "bonus", which only increased my suspicions. After some verification, suspicions formed into certainty (which, however, may indeed turn out to be false). At the moment I am raising this topic, as I have put myself in the place of a less literate (or less persistent) person.
Perhaps I'm worrying in vain, but I don't know how to more competently test the ground before the actual topic (I'll write the topic based on the results of the applications). Also, maybe someone else can advise.
ps I ask about the court, because I'm pretty sure that the opsos' butts can be covered from the point of view of legislation. But the very fact of a) writing off money, b) believing that it was written off correctly, c) returning it with a justification that didn’t sew a mare’s tail hints that there is still a thread somewhere that you can pull. If it does not cost me a cosmic sum, I am generally ready (although I have no inclination to litigiousness).
pps The matter concerns only my operator, but it is possible that others have the same scheme, have not yet checked.

If everything is fine with you personally, then what, in fact, will be the essence of the claim? As far as I know, an ordinary person cannot file a lawsuit in defense of an indefinite circle of consumers - either a supervisory authority, or local government, or a consumer protection society is needed. In this case, your actions are reduced to addressing them.

They always go towards the user and help to solve the problem or understand its causes. I solved the problem of “erroneous” charges in this way three times (1 time from mine, 2 times from my wife’s phone). Particular attention is paid to the scheme of "taking" money - when, to what number, how many times, what response SMS were there or not, etc. You can also indicate the numbers of other victims (with their consent, of course).
2. If the first option did not help, or for what reasons you reject it - the option of contacting the supervisory authorities. The first on the list are the Prosecutor's Office or Roskomnadzor, they can already move your application for supervision.
In this case, the complaint is drawn up in free form and sent by registered mail.
But!
Get ready for

  • It is necessary to collect all the papers confirming your words and actions, starting from the contract with the operator, payment receipts and others.
  • Go to the end - this song with going through the authorities is very long, do not be lazy to write complaints if you are not answered. Even the supervisory agencies have supervisory agencies.
