Does Ilya Frank's reading method work?

I want to start building up my vocabulary. The level is about 2000-3000. I tried cards, write out. Tired and forgotten.
I kind of go to courses and listen to lessons, but there the vocabulary is given very slowly.
Therefore, I want to catch up with my stock, to the level so that I can more or less read news on the Internet and move to the level of language acquisition in a natural way.
What do you say?
In addition, there is another problem, this is when you know the words, but the meaning of the sentence is not clear anyway. This again speaks against memorization from cards. It turns out that you need to learn to perceive vocabulary turns, tenses, phrases. And I have not yet come up with another way, as from books with decoding.

1) Does it work?
It works, but not very well. I didn't like it in English, French and German, but more or less in Japanese.
2) The replacement is this: first read adapted books (dictionary at the end).
Then move on to regular books. But it depends on the author. If there are a lot of new words, it is not good. The best thing is if there are few new words and the meaning is generally clear. Then the most important unfamiliar word is checked (for example, frequently repeated, or the meaning is not clear)

Everything is correct, a normal phenomenon. Because the word has many meanings and collocations (combinations) with other words. There are also phrasal verbs and idioms. Slang.

Reading yes, but not only books. There are news sites, articles, social networks, comics, reviews (on Steam, PlayMarket, Amazon), comments (YouTube, 9GAG), Wikipedia, etc. You need to read different materials.
