Does I7 draw less than I5 without load?

There are two identical systems, one on I7, the second on I5. If they are idle (surf sites). So will the I7 use less electricity than the I5 or not?

Ps the question is that I need the full power of the system for a limited amount of time. And won't more powerful electrical processes strip me if it's not running at maximum most of the time.
