This is not prohibited by any standards, and most web servers are able to work on all versions of HTTP at the same time, choosing the version that the client prefers and supports.
And encryption can be used in conjunction with any version of the protocol, which is also supported by most servers.
Emnip, for some time it was even proposed to make encryption for HTTP / 2 (or 3, I don’t remember) mandatory, but then they changed their minds.
