Does freelancing count as work experience?
I started freelancing in 2012, having never worked anywhere before. I know PHP, JS, CSS, HTML. Now I want to go to the office. What work experience to indicate? Or go to vacancies with "no experience"?

Of course indicate!
Just write not "freelance since 2012-2014", but break it down by the projects that you did.
In this way, your projects will turn into familiar places of work with a description of duties and achievements.
I’m not just saying that, a couple of months ago we hired such a freelancer to the team, who had just such a resume that impressed us. Also, the fact that the candidate was a freelancer has 1 huge plus: this is a real indicator of independence.
In especially strict offices, this will mean that you are a bad slave, that is, you have no experience of submission and you will have to be tamed - wasting the time of an already lazy manager.
Specify as it was written here. Show your projects. The rest will be asked at the interview.
I did it myself a year ago.
I made a summary of who, what, what I can do.
List of projects. Link, what tasks were, how he decided, what he sawed, what he set ready.
Experience must be indicated, as well as show your projects what you can do. And be sure to include it in your resume.
When I got a job, I indicated that I had been a freelancer for a year and had experience in a certain field.
of course it counts, you can even count a year of freelancing as two years of experience
Of course indicate! How is it without experience, if there is experience? Indicate the one that really freelanced. You really worked for customers, the work in your portfolio confirms this, it’s good if there are reviews.
