Does facebook interface language matter?

At one time, I have repeatedly seen calls to switch to the English interface on Facebook, referring to the fact that if the interface is Russian (or Ukrainian), it is controlled by the Moscow office.
Now I read the news: nv.ua/ukraine/events/moskovskiy-ofis-facebook-zaba... and got completely confused.
Can anyone shed some light on this? also interested in what powers the Moscow office has.
Please answer impartially.

As far as I heard, the region is determined by IP during registration.
Being outside of Russia, I could not view posts about rallies that were banned for Russia.

The previous commentator is right, they determine that you are Russian (and / or that in Russia) by IP and according to the data that you indicated in your profile, as well as by the name and language in which you write posts and comments. The interface language can affect the speed of the availability of certain functions (FB itself wrote that some new functions are being implemented primarily in the English version).
