Does Evercookie work in 2018?

1) Does Evercookie ( https://habr.com/post/104725/) work at the moment?. If yes, what are the downsides? Particularly interested in how the PS relate to such things.
2) What are the analogues that work at the moment?

When deleted from one of these places, the cookie is automatically restored from the remaining ones. Works even if the user changes browser (via Local Shared Objects from Flash).
There is definitely no such thing, because no one uses Flash anymore.
And so I saw a library that identifies the browser by 50 parameters. But I forgot what it's called.

OnYourLips is right, in some cases these methods may be considered illegal, but they haven't stopped working. You can see how many stick out through
browserleaks, panopticclick or amiunique.
There are not many ready-made public libraries, but the same fingerprintjs is openly on github.
