Does CNC have a secret meaning?

For a long time I wanted to know - is there any secret meaning in Extremely Confusing URLs?
I mean the classic CNC, when the numeric id is replaced by transliteration. Well, here's a typical example: How to make a CNC without an id?
Those. instead of getting convenient, understandable, easily readable and transmitted even by ear on the phone, a URL like site.ru/book/1/ is trying to create something monstrous and indigestible. And this is a daily practice. Very often, customers want something like this.
But why?
I understand that back in the day when SEO existed and people were superstitious, but today, in 2015, what is all this for?

different now?
It's just that when I look at the URL and immediately get a summary of what I'll see there (by clicking on it), it's much more convenient than numbers.
However, numbers are more convenient for voice dictation (as you rightly noted).
The best practice is to do CNC + display a short URL to this page on the page itself as text on the "Share" button.
