It is assumed that search engines tend to be more willing to show the user sites whose IP is registered in the same country where the user is from.
But in Yandex.Webmaster and Google Search Console, you can explicitly specify the country whose audience is preferred in ranking this site.
If these parameters are not specified, search engines will "assume" the audience of the site from indirect signs, such as the country of registration of the IP or the nationality of the top-level domain.
In practice, it is not known how strong this effect is. The site may not disappear from the search results, even if a different region is specified. How exactly the site moves in the top - no one knows, except for search engines.

"DNS" or is it still proxied?
CloudFlare recently opened a DC in Moscow. So problems with the region should not arise.
