Does "Available Carriers" in the "Pricing and Distribution" section of the Google Developer Dashboard affect how I pay for content?

In the "Prices and distribution" section, some countries have parameters, they indicate telecom operators.
If the selection flag is on the entire country, then the operators are not active. Does the choice of telecom operators affect the method of accepting payment for paid content?
From time to time I encounter a message that the client's card has been rejected, clients use virtual cards issued by mobile operators. I have not selected telecom operators by country, the whole country is selected.
Has anyone figured out this issue?
