Does an outgoing link pass weight back?

The other day I read a statement by one person that if you use an external link on a page to a resource that is relevant to the topic, which is not closed by the rel=nofollow parameter, then this can give an increase in the weight of the page ON WHICH this link is installed. Did I miss the moment when search engines began to throw trust in the opposite direction? From acceptor to donor? Connoisseurs and SEO gurus clarify the situation pliz.

No, it doesn't.
Both Google and Yandex will react a little more positively to a page with a link to an authoritative source.
But no weight will be transferred anywhere, this is all "SEO magic" that exists only in the world of elf bloggers.
