Does a vpn need a simple user?

I have no problem accessing any resources. Therefore, I am not particularly knowledgeable with work vpn. Do all services offering vpn services talk about protection up to the military level?). But what about in practice? For a normal user.

Each provider transmits data about the network activity of its users to a known destination. It's been that way for a long time - a provider won't get a license if it doesn't provide such a drain. But before the wonderful organization called RosKomNadzor appeared, few people paid attention to this. The RKN oversees :) providers so that they block those sites from which the state considers it necessary to "protect" us :)
Russian people are cunning and the question immediately arose - is it possible to deceive the RKN ? VPN actually solves this problem (sort of like). That is, you connect to it, and go to the blocked site from the IP of the second end of the VPN. At the same time, the site may think that you are from the country where the second end is located (or maybe not, if it tries).
Now why seems to be like. The fact is that the RKN also knows about it :) and in the Russian Federation, a law has long been adopted that all VPNs themselves block those sites that, in his (RKN) opinion, can not be visited. Those who do not agree are blocked themselves.
Of course, there is no guarantee that the VPN does not keep logs and does not leak them to the FSB / CIA / local intelligence agencies - instead, it most likely leaks to the local ones.
Therefore, the best VPN is the one that you maintain yourself :)
