Олег, Ваш преподаватель не имеет на это право. Он может лишь порекомендовать Вам приобрести их, либо предложить взять их во временное пользование из библиотеки, имеющих конкретную книгу в наличии.
Иными словами: Вас не могут принудить к покупке чего-либо без Вашего согласия.
Если преподаватель будет продолжать настаивать, обратитесь к ректору с коллективной претензией.

It is possible that we are talking about the fact that in the classroom you will do some exercises directly from the textbook. How will you do it directly at the lesson in electronic form? Do all students now have their own laptops with enough battery life for a full day of classes?
Finally, look objectively. Education is for you and only you. If buying a textbook allows you to study better and easier and more convenient and comfortable, then I see no reason to download rights.
You may be right, and pump up. However, this will not add knowledge on the subject at all.
