Does a system administrator need knowledge of programming in 1c/web?

Good afternoon!
Very often I see in vacancies the employer's requirements for a system administrator - knowledge of 1c at the programming level - writing reports, processing, printing forms, as well as consulting 1c accounting, trade, etc. Also, but less often, there are vacancies with the requirement of knowledge of web programming and site administration - as a rule, knowledge of cms - 1c Bitrix, wordpress, and, accordingly, knowledge of layout, php, etc.
In your opinion, in today's realities, are these programming skills for a system administrator necessary as a professional, or is it just the desire of the employer to save as much as possible, and instead of two employees, the duties of a 1c programmer are dumped on the system administrator? It just turns out that this is a man-orchestra and tons of knowledge are needed for a salary of 30,000 rubles.
I also want to ask what skills a system administrator should have for today and for the future? windows, linux. networks, cisco, administration 1s, information security and if not difficult, continue the list. thank!

PS I think that the hint is clear. The only programming that an admin should be doing is automating his work, and not solving business problems.

I am a system administrator, and in most of the companies where I worked, there was a 1C programmer. But it is clear that the level of their current education has decreased, because in the last three jobs, these "1C programmers" declared that we are only coders, we only write code. And how to install and configure SQL under 1C - they did not know and did not understand. They didn’t know about 1C clusters, and they also didn’t know about 1C optimization (I’m not talking about licensing and others like it) - they came only with requirements: Give us resources, everything slows down for us. For such cases, I myself, at my own expense, trained as a 1C Administrator. To understand how you can do so that would not give them excessive resources. (because the toad chokes :)) And you know, this knowledge paid off and justified itself (although I don’t advertise them when applying for a job) - you need to see their faces when I put them on the shelves, that SO many resources they do not need and their code needs to be optimized. When only SQL optimization and the correct configuration of the 1C server, it reduces their resource requirements by several times.
So my opinion is that you need to know the administration of 1C, if only so that "* ovno encoders" 1C do not ***.

As practice shows, in an ordinary office, a "man orchestra" knows how to smell everything, is always busy and receives a small salary, being a narrow specialist is more profitable in terms of money, but it is more difficult to find a job.
And the very concept of a system administrator is very vague and depends on the place of work and responsibilities.

Some system administrators are essentially network engineers and do not work with anything other than the network. And some also have to install software, and keep the database up to date, and it's scary to say - refuel printers, and resolve purely legal issues like software licensing.
