React.js developer is a bit of a misnomer. A Frontend developer with knowledge of React will be right.
Any front-end developer should be able to typeset. This is part of his responsibilities, you work with the browser and js very often comes into contact with html and css, and not just working with data. In React, it’s the same with all its styled components, etc.

There are projects where the layout is not particularly important, usually these are admin panels, for example. It also uses something like MaterialUI for React, a minimum of styling, a ready-made grid, and so on. But working in front without knowing the layout is terrible, and why do you need React if you can't figure out HTML and CSS?
