Does a foreign online store need an online cash desk?

Do I need an online cash desk if the online store works only with foreign individuals? USD payments via PayPal. For Russia, access is closed. I am an IP on the USN.
Does anyone have experience or information?

Another question - can our tax office establish a purchase without a receipt? If the buyers are abroad and the store is there, then it is outside the jurisdiction of Russia.
