Does a content site need a user agreement?
Hello,
I am interested in the question - does an informational (non-selling) site need a user agreement and can it be limited only to the privacy policy?
I have analyzed several large resources:
1. Site topwar.ru (Electronic media with a license) with traffic of about 300,000 uniques per day. The site has a privacy policy, but I did not find a user agreement.
2. Sportmaster, on the contrary, has a User Agreement , in which attention is paid to the processing of personal data, but there is no separate Privacy Policy.
3. Pikabu has a Privacy Policy and Rules that may replace the User Agreement.
On some information resources there is a link not to the User Agreement, but to the Limitation of Liability , that is, the administration disclaims responsibility for the placement of materials by third parties.
Therefore, I would like to figure out whether I, as the owner of an information resource, need to post the User Agreement, and if necessary, what clauses should it contain?

After all, a user agreement is essentially a license. That is, it has to do with copyright. And the rights to the content appear with the site owners at the time of creation. Of course, if it's not plagiarism.
By the way, the concept of a user agreement is usually applied to the software, and not to the site. The information site contains only information, so it is more appropriate to talk about a license (copyright).
But if you want, you can write your own user agreement, further expanding or restricting user rights to the content. As an author, you can impose terms of use on content.
