Does 4G work in St. Petersburg for iPad Mini (1st generation)?

Tell me, please, does 4G work in St. Petersburg for Megafon or Yota if I have a 1st generation iPad Mini?

As far as I know, its LTE support is the same as the iPhone 5. So, probably, the answer about the iPhone 5 will be just as relevant.

As far as I know, iPad mini 1 4G is not supported, .... well, at least I have only 3G with three operators

If your iPad supports 4G, then see which operator has the best coverage area.
