Docker Engine on Windows only runs as the user who installed it. Where does he remember it?

On a working laptop, there is a main domain account, through which I log into WIndows, and under which I log in to all internal web services (Jira, etc.).

Administrator rights are issued not by attaching rights to my account, but by the second domain account.

Whenever administrator rights are required, I use the 2nd account. record.

I accidentally discovered that the Docker Engine only starts when run as administrator, that is, when I run it on behalf of the second account under which it was installed.
That is, without administrator rights, Docker Desktop (graphical client) is successfully launched, which is waiting for the engine to start, which will never happen.

I am 100% sure of this, because once I installed Docker with temporary administrator rights, and after that the engine started without the need to run with privileges.

By chance, does anyone know where in the system after installation Docker remembers who installed it?

this is not a docker feature, but standard file permissions. Apparently, once the engine was updated under the admin and now it is not available under the account of a simple user.
