I used to use Sybase PowerDesigner - it will be more convenient.
But now it is not possible to develop a database schema from scratch (which would be worth drawing in CASE systems)

We use PL/SQL Developer / TOAD / Oracle SQL Developer.
Designing a database schema is more of a mental and architectural process than a development one. Just like writing code in a notepad is inconvenient (for most), but convenient in an IDE, but it’s great to come up with an architecture without special tools for working with UML - in the same way it’s convenient to write SQL queries in the tools that I cited above - and the scheme possible without special invent bodies.
Including complex schemas of tens/hundreds of tables with denormalization, partitioning, and more.
