Only if it is a corporate, and so I think small customers do not use IE, and any normal person tries to bypass it.

There are requests for IE11 support. And okay, if this only concerned development - this also applies to design, since many things are stupidly unrealizable in IE11.

Depends on the requirements of a particular customer.
It is definitely not worth supporting old browsers on your own initiative and for free.
If you have your own project, you can see the statistics of visits and evaluate for yourself whether it is worth it.
If someone else's project - it depends on the terms of payment.
Yes, there are some areas where older browsers are important.
As a rule, there is no Internet in banks at workplaces at all for security reasons.
