You don't have to put the "+" operator before "where". It belongs to the interrogative pronominal adverb, is significant in the user's query and is not omitted by Yandex when displayed.

Plus "+" is an operator to force the occurrence of a word in a query. For example your keyword is +where to buy ps5 .
Then the ad will be shown for broad match queries, but with the obligatory inclusion of the union where :

  • where to buy a ps5 prefix - shown
  • buy ps5 - not showing
