I would put the question differently. Why do we need a "bachelor's degree" if a bachelor is a half-educated master?
In Soviet times, there were technical schools with a term of study of 3 years. The output is secondary specialized education. And there were universities, with a term of study of 5-6 years. The end result is higher education.
What do you think, a bachelor is who in such a coordinate system?

As far as I know, a master's degree is a complete higher education now (I myself am applying for an IT master this year), but, in fact, no one will look at your diploma now. Employers are interested in your skills, not a crust from the university. Maybe in the future you will get a job abroad, they may ask you what and how you graduated :)
