Do you need a layout first to develop a website?
Help with a question. One programmer asked for a site layout to start with to estimate the cost of development.
How right is it, does it all start with design? Description not enough?

Depending on what site and what you want from it. If it's a backend, then he doesn't seem to need a design, but if the front is needed, then he needs it.
Some developers first form an idea in the form of a layout, usually a PDS, where they draw:
- elements, forms, other
- start
- other pages
Then, based on the "pixel to pixel" layout, the whole economy is laid out. But for example, I never make preliminary layouts, I keep the idea in my head and typeset right away.
If we are talking about the frontend, then it is desirable. It is difficult to provide all the information in a description. Ideally, a mock-up (or prototype, if the design is not ready) along with the terms of reference. One complements the other.
