If something is microscopic, for 20 minutes, then the use of libraries from frameworks (for example, routing) is already justified. It does not take time, but, on the contrary, saves it.
And the use of the frameworks themselves is justified already with projects from 2 hours, while deploying and setting up the project will take 20 minutes. And the framework beats these 20 minutes already at 2 hours of work.

It also depends on the project itself, the frameworks are quite large, in case you need to achieve greater speed and loading, it’s better not to use them.
An example of this is the well-known VK, they made their own language and this gave the result (the load on the servers dropped by 2 times)
