Do you make a mobile version of the site for a client for free?

Greetings!
Do you make a mobile version for the client for free as an addition to Desktop+Mobail Or do you sell Mobail separately?
It’s just that one web design coach says that he did Desktop and Mobail by default, like everyone does right now, and the other says that the layout should always be done only Desktop. And Mobile needs to be sold separately, since you need to discuss it with the client, select permissions, etc.
How does this happen with you, can you elaborate?
I am new to web design, and therefore do not fully understand the mechanics of the market.

The question is posed incorrectly. No one ever makes a free mobile version.
Apparently, they meant - do you always include the mobile option in the budget or is it paid separately?
The client must be asked without fail - does he need a mobile? This is one of the first questions.
If the answer is "yes" (although at the present time it will almost certainly be so) - take into account in the assessment and design.
The main thing is that it doesn’t turn out that this issue was blurred and not discussed, and then one thought that it was included in the price, and the other thought that it was not.

Of course not. Every hour of work costs money. And adaptive is a rather painstaking thing and takes a lot of time.
