For some reason, I get the opposite, I give a discount to new customers, as if I put me on a needle), and then I already work at a rate, and the discount can be -30-10%. Such a strategy is optimal for 0-5 years of freelancing, this is a period of growth and usually your skill and, accordingly, the rate grows faster than your customers, if you work from 1 for all 5 years, this will stagnate, and this ensures an influx of customers, and the old ones just fall off over time freaking out at the new prices.
