Do you get error 0x0000428 and 0xc0000428 during Windows startup or when installing a new Windows?

I bought an MSI A320M -A PRO motherboard
, installed an AMD Atlon X4 970 processor
and an AMD Radeon R7 8gb (2606) RAM, but

everything works at a frequency of 2400 except for the
MSI Radeon R9 380 (2Gb) video card,

and when I try to go to W10, I get this error.
I'm trying to log in to W7 (I'm changing the hard drive) error 0xc0000001

and when I install a new Windows it writes 0x0000428

can anyone tell me maybe I have an incompatible assembly
or something like that, maybe the driver needs to be installed on the mother without starting windows through bios

Are you sure that 0x0000428 is not 0x c 0000428? The first one doesn't even wobble.
According to the first link in Google , it says that error 0x c 0000428 is a digital signature error.
It is very likely that, as you wrote, you have a crooked assembly of the Windows installation that does not pass the digital signature verification.
Try disabling SecureBoot in the BIOS. Windows 10 better download the original image.
And the fact that Windows 7 is not loaded can be a banal incompatibility of the new hardware with the ancient OS. In general, I don’t see the point in even trying to use Windows 7 there.
