Sites are not banned, but legally they can punish the owner if he conducts business in a jurisdiction where such business is prohibited.
Also read the agreement with the hoster, it clearly states what type of content is prohibited.

Yes, they bathe. The distribution of pornography is prohibited by the Criminal Code of the Russian Federation.

In our country, an expert opinion is enough to get a criminal sentence for distributing pornographic materials. Google the Russian definition of pornographic materials, a lot falls under this definition. Even materials that simply can evoke certain feelings, and not just an image.
And if you also open a legal entity, you will be punished quite in an adult way. And you won't have to search long.
Posters don't want to be held accountable either, which is why many people forbid adult content from being hosted. A hoster can be held liable if they do not find the final owner of the site.
Look for countries that have jurisdictions with weaker criteria for erotic and porn material and post there.

Unless, of course, you are talking about the Russian Federation. In the Russian Federation, the legal status of "erotica" is not defined. Here is an excellent article, where the issue is considered from the point of view of a lawyer. Read, everything is clearly written there.
The site needs to be moved to Holland - porn is allowed there.
