Do not resolve domains, upon request, although there is Internet?

Hello! How can I understand through which DNS servers my request to resolve a site goes, for example, google.com. Is there something like mtr just for dns server? And the second question, if I'm sitting at home and try to request a resolve in google.com i.e. I write dig google.com or any other domain, I get connection timed out in response; no servers could be reached. How can this be? I immediately say that the Internet works for me, Google DNS is registered on the router.

the provider is not ByFly, by any chance?
I myself could not understand for a couple of days what was going on with the Internet: everything pinged well, but there were problems with DNS...

menu - network connections - "your connection to tyrnet" - right-click menu - properties - in the window that appears, select Internet Protocol (TSP / IP) just below the right button Properties - in the window that appears, select "Use the following DNS server addresses" in the window preferred enter 8.8.8.8
press ok.
