In which cases will it be correct to open a clicked link in a new window, and in which cases - in a new one?

All navigation is in its own, an external link, if it is understood that work with the site has not yet been completed, is in another window/tab. The same applies to internal links, for example, if you can’t make any help in a modal window or something that pops up on the page itself, then it’s better to do it in another window. Imagine a situation when a person, when filling out a form, wants to see what this or that field means, opens a link and everything that he filled out disappears.
