Do I understand correctly the interaction between the backend and the frontend in the case of the application's REST API?

Suppose there is some application where the backend receives and gives data through the REST API and, accordingly, it needs a front. As far as I understand, the frontend of such an application will be built as a client over the REST API, or is this completely wrong?
