Do I understand correctly that a regular site on html js and php can be turned into a mobile application by wrapping it with phoneGap?

I read the documentation on the phoneGap topic, but I still can’t fully enter. This is really a magical service with which I can make an application from my website simply by passing it through phoneGap or I misunderstood something. Explain to a beginner in the field of mobile applications.

Actually, of course not. Basically , these are low-performance simple applications, such as web versions of sites. Writing something that will require performance is unlikely to work (although I think it's possible).
Just thoughts out loud. An Angular application (for example) that works with JS+HTML+CSS that runs in a mobile browser that is written in Java that runs on a virtual machine. Maybe I missed a couple of points. That is why phones are now in performance like computers 5-10 years ago.

You need to understand what tool is suitable for. So Cordova is indispensable for lightly loaded applications that can be written and replicated fairly quickly on all available platforms.

Everyone thinks so ... I would advise you to try to make Hello world first! application and feel "all the charm" of the tool. In short, it's not that easy.
And yes: PHP is not there.
PHP (or otherwise) - it's all on the server on the Internet should be.
