Do I need to use UI scaling on a laptop when creating design and layout?

Hello.
For a while, I had to move from a working PC (resolution there is 27 * 1920) to a laptop 15.6 (1920).
I saw that the scaling is 125%. The question immediately arose, should I turn it off when creating a design? (especially when layout) Because I looked at my old works on it (opened sites) and it turns out that for a resolution of 1920, the elements have the wrong proportions than for a monitor in 27* at the same resolution.

When you turn off scaling, everything falls into place.
Now I don’t understand how to do the design correctly here, because the proportions of the elements will be different.

Do it 100% or 125% O_o

As for me, you need to test and so and so. Users of the same laptops will not turn off the zoom to view your site.

Scale is forced. This means they understand what they are doing. Most of the sites I visit have browser scaling set to 125-150 percent. And even the Toaster is upscaled. It's just that designers love small text and don't like using their designs.
In short, don't sweat it. Not all cases are included.

"correct" - so that the design "does not move around" at any resolution, or at least be designed for 3-4 resolutions, see the implementation of grids in bootstrap3-4 and similar projects.
