Do I need to pay VAT when working for a foreign company?

There was a lot of discussion here about Upwork and Google Play. I would like to know if I have the same case or not.
If I work as a programmer as an individual entrepreneur on the simplified tax system 6% for a foreign company.
Do I need to pay an additional 18% VAT in addition to 6% under the new laws? Or does it not apply to me?
