Can such a site have a private person in Runet, and earn money on banners, contextual advertising. What if the site owner is not a citizen of the Russian Federation?

The question of taxation is not a question of citizenship, but a question of place of income and residence.
It is almost impossible to prove that the tax was received on the territory of Russia in your case. Residency remains. If you are in the country for more than 186 days a year, then you pay taxes, like everyone else, if less, then you pay taxes not in Russia. In the first case, there is a problem of double taxation.
