Do I need to jailbreak today to add dictionaries to iBook for iPad?

Need a program to highlight the translation of words in PDF files.
There was an article habrahabr.ru/post/92918/ 2010
Interested in whether a jailbreak is needed now to support En-Ru dictionaries in the iPad.
It seems like Abbyy created a program (judging by the screenshots in itunes) that supports this functionality. But while looking for a free or cheaper solution.
