Do I need to implement an online cash register according to FZ-54?
Hello!
Help deal with FZ-54. We have an online service and we have never used a cash register before (all payments were made through a bank or payment systems), i.е. We don't have and never had a cash register. Do we need to introduce an online checkout before July 1, 2017, or do we have time until July 1, 2018? IP form on USN.
Quote from FZ-54:
Federal Law "On Amendments to the Federal Law "On the Use of Cash Registers in Cash Payments and (or) Payment Cards" and Certain Legislative Acts of the Russian Federation dated July 3, 2016 N 290 -FZ (last edition)
article 7, paragraph 9
9. In the event that organizations or individual entrepreneurs, in accordance with the Federal “Law” of May 22, 2003 N 54-FZ “On the use of cash registers in cash settlements and (or) settlements using electronic means of payment” ( as amended until the date of entry into force of this Federal Law) have the right not to use cash registers, such a right remains with them until July 1, 2018.

Greetings! I'm from Yandex.Checkout, it all depends on what / how you sell, what form of taxation, etc. Better to consult a lawyer. If anything, the Yandex.Checkout solution is at this link: https://kassa.yandex.ru/blog/receipt.
Hello! It looks like it's needed.
I made this conclusion from the video Atol.Online
https://www.youtube.com/watch?time_continue=75&v=q...
Electronic money until 2018, cards until 2017.

You write an official request in writing to your tax office.
Well, or you go to an accounting forum like Clerk.Ru. What does the IT forum have to do with it?
Individual entrepreneurs on the simplified tax system are required from July 1, 2017 to install online cash desks, but since you provide services to the public, you have a delay until July 1, 2018.
If you accept payments through a card payment terminal (acquiring), then an online cash desk is needed - it is equivalent to cash, but an electronic form of payment.
If you accept payments through aggregators, bank portal, etc. non-cash payment option, then it is not necessary, since this option is a non-cash form of payment.
I found a good solution:
Maintenance of an online cash register from 900 rubles per month, Internet acquiring 2.65% (from the RFI bank, there are some other solutions)
www.i-retail.com/tools/online-kassa
The cash register itself is 21500 rubles
shop.i -retail.com/product/103357
For 1500 rubles, they will register an online cash register themselves if you have a digital signature of an entrepreneur.
So far, this is the cheapest option that I have found, below in the topic I have given all the costs by points.
The main problem, which is most likely whatever the solution, is that it will not be possible to issue invoices in foreign currency according to our laws. It would be great if the platforms displayed the amount in the client's currency, and charged the amount in rubles to comply with the law. Like sites like ebaytoday and other resellers. But so far, all the acquiring companies that I have interviewed (Yandex Kassa, Tinkof, Alfa, WalletOne, PayU) have all accounts and checks exclusively in rubles. For those who work with foreign clients, of course, it is not very pleasant.
I found another acquiring offer, which also works in conjunction with i-retail. 3% for acquiring, in addition to cards, Alfa-click, Qiwi, cash payment in communication stores are accepted.
Business proposal they sent me
Business model for PayU +iRetail integration
Possibility of invoicing with a link to the payment page in English. language (if you are not an online store, but provide a service) But the check can only be in Russian. Because our branch is registered in the Russian Federation, respectively, and checks can only be in Russian.
Personally, for me, PayU is already better than RFI, but I would like Tinkoff acquiring, because. Qiwi and other garbage is not needed at all, because I work with foreigners.

21500 ₽ for the cash register + Annual payment in OFD 3000 ₽ + Once every 13 months {round up to 12} 7000 ₽ for updating the fiscal drive [essentially a flash drive that is inserted into the cash register] + maintenance of the IP bank account at least 600 ₽ per month + 900 ₽ per month for i-retail service [or 2000 ₽ in case of placement in their server room, if you are a downshifter)) ] insurance premiums for 28000 ₽ well, and tax, if you earn more than 50,000 r per month = 77.500 ₽ in the first year
and minus the cost of the box office 56.000₽ in the second and subsequent years (if nothing rises in price)
Roughly speaking, until there is an opportunity to set aside 80,000 rubles for the first year of work (consider two monthly salaries for the majority) on your IP for all these expenses, you can not even think about IP for a web designer, developer, etc. About the regions, I generally keep quiet.
Well, do not forget to increase your prices according to the percentage of your acquiring.
And as a bonus, once every 13 months you will have a new flash drive :)) (since no one needs the fiscal drive that has expired anymore)
UPD 06/9/17 : Tested PayU, terribly clumsy design, in some places even crooked names, support at first seems to be something then unsubscribed, but then the brakes began, in general, it looks like some kind of charade, I didn’t want to mess with them.
i-Retail itself makes a really good impression, but banks have UG partners. I'm waiting for Tinkov. At least they will be able to make the design of the payment page beautiful by default, and not a children's designer on patches

Tinkoff Bank promises to present its solution by July 1, I hope that they will do something good
but I didn’t understand something, how non-cash payments are connected with cash register operations, if you don’t accept money in paper form, but receive it by bank transfer on rs, then what kind of cash desk are we talking about?
If anything, the PayMaster solution is at this link: Connecting sites to the OFD system
You need to connect an online cash register, there is nothing to be done (judging by your explanations).
Here everything is explained in detail which online cash register you need to buy and how to connect it correctly for online stores and various online services:
