Problem linking VISA card to Windows Phone Developer account

I tried to link the Sbrebank card to the account. Each time, $1 is removed for verification, but an error message is displayed:
“The payment method cannot be authorized. Please make sure the information is correct, or use another payment method. If you continue to get this message, please contact your financial institution."

In those. support was told, they say, “known issue, work in progress” and offered to create a new account, attach a card to it, inform them. Then the old account will be canceled, and with the new one it will be possible to publish applications. But with a new account, the same error is displayed.

1) Has anyone had a successful registration experience with VISA? And how was the problem solved?
2) As the situation is resolved, perhaps there will be something to publish on Habré. Any interest?

When binding CVC / CVV does it work?
Sberbank has problems with transactions without CVV/CVC. Rejects.

I seem to be confused. There are two groups of numbers above the signature field. The last one has three characters. I assumed that this is the right code. Billing for $1 is removed from the card successfully. And it comes back too - today came the cancellation of authorization and temporarily withdrawn money.
