Do I need to explicitly specify Cyrillic in google fonts?
For example, if you open fonts.googleapis.com/css?family=Open+Sans, then there is already Cyrillic, and this is essentially the same as fonts.googleapis.com/css?family=Open+Sans&subset=latin ,cyrillic ?

Yes need. It is not necessary for the Google Chrome browser, but Firefox does not know how to unicode-range, and for it, google fonts returns a font only with Latin, if Cyrillic support is not explicitly specified.
