Do I need to buy two windows server licenses if one of them will work in the hypervisor of the second one?

Please tell me, do I need to buy two licenses for windows sever if one of them will work inside the second one on the hypervisor?
I involved two system administrators in the configuration of a new LAN for 30 computers, and both advise virtualizing the server so that there are fewer problems if it is necessary to transfer it to new hardware. But in this case, as I understand it, you need to purchase licenses for both the parent and guest systems.
I would like to know the opinion of the collective mind on this issue. How in this case not to overpay for the second system?

1. Physical processor cores are licensed in WinSrv2019.
2. There are licenses for 2 cores and 16 cores.
3. The minimum package for one physical server is licensing 16 cores.
4. The Standard package allows you to use one instance on the host machine and two instances in virtual machines - and it does not matter, in hyper-v, or in any other hypervisor. But you cannot, for example, use a host instance on one machine, and two virtual ones on another hypervisor - that is, it is limited to one machine. I did not see any restrictions like "the host can only be used in the role of hyper-v".

Well, you can get by with one.
Install free Hyper-V from Microsoft on the host machine, but inside you already buy a server for which you buy a license.
